Minneapolis police weighing whether fatal shooting of man on scooter was random or targeted act

Gunfire struck and killed one of two men riding scooters early Friday in north Minneapolis, officials said.

The gunfire occurred about 2:35 a.m. in the 2100 block of Dupont Avenue, police said.

Preliminary information indicates two men were riding electric scooters and heard gunfire. One of the men was wounded and collapsed, while the other man called 911, police said.

The victim, in his 20s, was taken by emergency medical personnel to North Memorial Health Hospital, where he died, police said.

No arrests have been announced.

“Our investigators are working urgently to determine whether this was a targeted or random act, and we need the public’s help,” Police Chief Brian O’Hara said in a statement.

The killing came about 40 hours after city officials said they are renewing efforts to tamp down Fourth of July mayhem by increasing patrols and closing off some parking lots and roads for annual festivities.

O’Hara said the majority of road closures will be around the Mississippi River’s Boom Island, where the “Red, White & Boom” fireworks show takes place, and Bde Maka Ska, the largest in the city’s Chain of Lakes.

“We’re also once again using strategic road closures in areas that have seen high levels of problematic behavior,” the chief said during a media briefing on Boom Island. “These measures have proved successful last year in disrupting that activity, protecting neighborhoods and ensuring celebrations could continue safely.”

There have been 28 homicides in the city this year, according to a Star Tribune database. That compares to 35 at this time last year in Minneapolis.
